பன்முகத்தன்மை கொண்ட இந்திய நாட்டில் அவர் அவர்களுக்கு உரிய நடை முறையில் வழி பாடு நடத்த அவர் அவருக்கு உரிமை உண்டு. அந்த வகையில் வேட்பாளாராக நிற்க கூடிய ஒருவர் பள்ளிவாசல், கோவில், தேவாலயம் போன்ற இடங்களுக்கு சென்று வாக்கு கேட்பதும், அனைத்து மத நம்பிக்கை உடையவர்களிடத்தில் சென்ற வாக்கு கேட்பதும், கடவுள் இல்லை என்று சொல்பவர்களிடத்தில் சென்று வாக்கு கேட்பதும் சாதாரண நிகழ்வுகள். அப்துல் ரஹ்மான் அவர்கள் அணைத்து தரப்பு மக்களிடமும் அன்பு பாராட்டுபவர். சமய நல்லிணக்கமும், சகோதரத்துவமும் பேணப்படவேண்டும் என்பதில் மிக உறுதியாக இருப்பவர். அவர் இஸ்லாம் மார்க்கத்தை தனது வாழ்கை நெறியாக கொண்டவர், அதனால் அவர் மாற்று சமுதாய மக்கள் செய்யும் வழி பாட்டு முறைகளுக்கு எதிரானவரும் அல்ல. நிகழ்வின் அன்று வாக்கு சேகரிக்க சென்ற இடத்தில் ஹிந்து மதத்தை சார்ந்த சகோதரர்கள் இவரின் வெற்றிக்காக வழிபாடு நடத்தி இருகிறார்கள். அப்துல் ரஹ்மான் அருகில் நின்று இருக்கிறார். இதில் தின மணி என்ன தவறு கண்டது? அப்துல் ரஹ்மான் கடவுள் வணக்கம் செய்தாரா? திருநீறு பூசிக்கொண்டாரா? அவர்கள் அருகில் நின்றதனால் அவர் பிள்ளையாரை வழிபட்டார் என்பது மிக மிக தவறான பதிவு. சகோதரர் அப்துல் ரஹ்மான் அந்த தொகுதிக்கு செய்த நன்மைகள் எவ்வளவோ இருக்க, அதை பதிவு செய்யாமல் விஷமத்தனத்தோடு, குழப்பம் விழைவிக்கும் நோக்கோடு இது போல் செய்திகள் வெளியிடுவதை வன்மையாக கண்டிக்கிறோம்.

    After Abdul Rahman's arrest and the subsequent outrage and criticism of the Afghan government, notable Afghan clerics spoke out against his possible release. Afghan clerics have denounced what they assert is interference by other countries and by President Hamid Karzai with the autonomy of the Afghan courts. Maulavi Habibullah told more than a thousand clerics and young people gathered in Kabul that "Afghanistan does not have any obligation under international laws. The prophet says, when somebody changes religion, he must be killed." Many clerics have spoken out to the media saying that Abdul Rahman should receive the death penalty for apostasy.
 
   Cleric Enayatullah Baligh, speaking at one of Kabul's main mosques said, "We respect all religions but we don't go into the British embassy or the American embassy to see what religion they are following. We won't let anyone interfere with our religion and he should be punished.

    Ahmad Shah Ahmadzai, a prominent mujahidin leader and head of the Hizb-i-Iqtadar-i-Islami Afghanistan, and former acting prime minister in the government of Burhanuddin Rabbani before the Taliban came to power in 1996, said, "Regardless of the court decision [whether or not he is hanged], there is unanimous agreement by all religious scholars from the north to the south, the east to the west of Afghanistan, that Abdul Rahman should be executed. There is widespread dissent among the masses against the activities of Christian missionaries. These missions exploit the poverty of Afghan people and they pay them to convert. These activities will only translate into fierce reaction as Afghans do not tolerate anything against their religion. Since Abdul Rahman comes from Panjshir, people of the area are coming down to Kabul to show their dissent against him and demand that the court execute him."


        Muslim cleric Abdul Raouf, a member of Afghanistan's main Islamic organization, the Afghan Ulama Council, stated "Rejecting Islam is insulting God. We will not allow God to be humiliated. This man must die." Raouf, who is described by the AP as "moderate", is quoted as saying: "Cut off his head!" and "We will call on the people to pull him into pieces so there's nothing left." Raouf said Abdul Rahman will only survive if he goes into exile. During his sermon at Herati Mosque on March 24, 2006, Raouf told around 150 worshippers that Abdul Rahman deserved death since he had "committed the greatest sin. God's way is the right way, and this man whose name is Abdul Rahman is an apostate."


       Mirhossain Nasri, the top cleric at Hossainia Mosque, said "If he is allowed to live in the West, then others will claim to be Christian so they can too," he said. "We must set an example. ... He must be hanged."[5]
     Muslim cleric Mohammed Qasim who resides in the northern city of Mazari Sharif, said: "We don't care if the West drops its support for us. God will look after Afghanistan."

Chennai: DMK ally Indian Union Muslim League (IUML) on Monday renominated sitting MP Abdul Rahman for the Vellore Lok Sabha constituency in the April 24 elections.

The decision was taken at a meeting of the party's high- level committee and he would contest on the party's 'Ladder' symbol this time, IUML state president K M Kader Mohideen was quoted as saying in a press release.

In the 2009 election, he had contested on DMK's 'Rising Sun' symbol.

Agence France Presse (AFP) quoted an unidentified Afghan official as saying that president Hamid Karzai has personally interfered in Abdul Rahman's case to secure the convert's release. "The president is personally working to resolve it peacefully. There is a way out of it," said the official. "I believe it'll take one or two days."[35]
Former Afghanistan Foreign Minister Dr. Abdullah said during a press conference with US Under Secretary for Political Affairs R. Nicholas Burns, "I know that it is a very sensitive issue and we know the concerns of the American people. In fact, in our embassy we received hundreds of messages of such kind. As far as I understand the nature of the case has been that the wife of the gentleman has registered a lawsuit against her husband. And then the Government of Afghanistan has nothing to do in it. It's a legal and judicial case. But I hope that through our constitutional process there will be a satisfactory result out of that process."[36] He also stated: "Every time we have a case it is like an alarm. These contradictions [between freedom of religion and sharia] will not go away with one or two cases."[37]
Ansarullah Mawlawizadah announced international pressure will not affect his rulings in the case, saying: "There is no direct pressure on our court so far, but if it happens we will consider it as an interference. We have a constitution and law here. Nobody has the right to put pressure on us."[38] In an interview to AFP, Mawlawizadah confirmed his position: "We have nothing to do with diplomatic issues. We'll do our job independently."[35] He says that he expects to rule in the case in the next several days.[38]

Abdulrahman Early life

Abdul Rahman was born in 1965.
In 1990, when working as a staff member for a Catholic non-governmental aid group providing medical assistance to Afghan refugees in Peshawar, Pakistan, he came in touch with Christianity and was subsequently baptised into the Roman Catholic Church.[5] After his conversion he adopted the Biblical name Joel.[6]
In 1993, he moved to Germany and later unsuccessfully sought asylum in Belgium before being deported to Afghanistan[8] in 2002 after the fall of the Taliban government.[9]

Abdul Rahman's wife divorced him because of his conversion to Catholicism.[7] In the ensuing custody battle over the couple's two daughters,[10] who had been raised by Abdul Rahman's parents during his absence,[11] the mother's family raised the issue of his religion as grounds for denying him custody.
When he returned to Afghanistan, he was disowned by his parents, who stated: "Because he has converted from Islam to another religion we don't want him in our house" and "[Abdul Rahman] wanted to change the ethics of my children and family. He is not going in the right direction. I have thrown him out of my house", while his daughters said that "He behaves badly with us and we were threatened and disgraced by him. He has no job and has never given me a stitch of clothing or a crust of bread. Just his name as a father" and "He said he was my father but he hasn't behaved like a father since he came back to Afghanistan. He threatens us and we are all afraid of him and he doesn't believe in the religion of Islam."

About Abdul Rahman

Abdul Rahman (Arabic: عبدالرحمن‎) (born 1965) was an Afghan citizen who was arrested in February 2006 and threatened with the death penalty for converting to Christianity. On March 26, 2006, under heavy pressure from foreign governments, the court returned his case to prosecutors, citing "investigative gaps".[1] He was released from prison to his family on the night of March 27.[2] On March 29, Abdul Rahman arrived in Italy after the Italian government offered him asylum.[3]

Abdul Rahman's arrest and trial brought international attention to an apparent contradiction in the Constitution of Afghanistan, which recognizes both a limited form of freedom of religion and the Hanafi school of Islamic jurisprudence, which mandates the death penalty for apostasy from Islam. The case attracted widespread international condemnation, notably from the United Kingdom and the United States, both of whom led the campaign to remove the fundamentalist Taliban regime in 2001 and are the main donors to Afghanistan.

       Electricity supply to Vellore is regulated and distributed by the Tamil Nadu Electricity Board (TNEB). The city and its suburbs forms the Vellore Electricity Distribution Circle. A chief distribution engineer is stationed at the regional headquarters.[104] Water supply is provided by the Vellore municipal corporation from the Palar river through Palar headworks and Karungamputhur headworks and distributed through ten overhead tanks. As of 2005, there were 16,371 connections against 33,772 households. In 2000–2001, a total of 7.4 million litres of water was supplied daily for households in the city. The other sources of water are Otteri Lake, Sathuvancheri town panchayat, Ponnai and stree bore wells.[105][106]

       As per the municipal data for 2011, about 83 metric tonnes of solid waste were collected from Vellore every day by door-to-door collection. The source segregation and dumping was carried out by the sanitary department of the Vellore municipal corporation. The municipal corporation covered 16 wards for waste collection as of 2001.[107][108] There is no underground drainage system and the sewerage system for disposal of sullage is through septic tanks, open drains and public conveniences.[109][110] The municipal corporation maintained 145 km (90 mi) of storm water drains in 2011.[111] As of 2011, 24 government and private hospitals and one veterinary hospital take care of the health care needs of the citizens.[112] As of 2011, the municipal corporation maintained 5,241 street lamps: 735 sodium lamps, 73 mercury vapour lamps, 4,432 tube lights and one high mast beam lamp.[113][114] The municipal corporation operates the Nethaji Daily Market that caters to the needs of the city and the rural areas around it.[115]

The Vellore municipality maintains 104.332 km (64.829 mi) of roads. It has 50.259 km (31.229 mi) concrete roads, 6.243 km (3.879 mi) kutcha roads and 47.88 km (29.75 mi) bituminous road.[97] The National Highways passing through Vellore are NH 46 (Bangalore - Chennai road), NH 234 (Mangalore to Villupuram) and NH 4 from Ranipet to Chennai and the Cuddalore-Chittoor. Vellore is connected with major cities in the states of Tamil Nadu, Andra Pradesh and Karnataka. Bus service is available to Chennai, Coimbatore, Bangalore, Tirupathi, Salem, Chittoor, Hosur, Nagercoil, Cuddalore, Kurnool, Trichy, Thiruvannamalai, Villupuram, Kanyakumari, Arani, Madurai, Tirunelveli, Kanchipuram, Kalpakkam, Gudiyatham, Dharmapuri, Erode, Tirupur, Palakkad, Krishnagiri, Gingee and other major towns and cities in South India. Vellore is served by a city bus service, which connects the city, suburbs and other places of interest. The bus service extends about 30 km from the city center. There are two bus terminals: the Town Bus Terminus (opposite the fort and near CMC Hospital) and the Central Bus Terminus (Near Green Circle). Other bus terminals are located at Chittor Bus Stand (near VIT Road), Bagayam and Katpadi(Junction bus stop). The bus stands are maintained by the Vellore Municipal Corporation.[98]
Vellore has three main railway stations: Katpadi junction, Vellore Cantonment and Vellore Town. The largest is Vellore-Katpadi Junction, 5 km north of CMC hospital. This is a major railway junction on the Chennai-Bangalore broad-gauge line running to Chennai, Bangalore, Tirupati and Trichy. There are direct rail links to Vijayawada Junction, Tirupati, Bhubaneswar, Nagpur, Bangalore, Bhopal Junction, Mumbai, Mangalore, Tiruchchirapalli, Bilaspur, Korba, Patna, Ernakulam, Trivandrum, Kanniyakumari, Shirdi, Kanpur, Gaya, Dhanbad, Jammu Tawi, Madurai, Bhilai, Gwalior, Chennai Central, Howrah Station, New Delhi Railway Station, Coimbatore, Guwahati, Thiruvananthapuram, Kozhikode, Jaipur and other major cities. More than 150 trains cross the Vellore-Katpadi Junction daily.[99]
Vellore Cantonment is in Suriyakulam on the Villupuram-Tirupati broad gauge line, 8 km from Katpadi Junction. EMU and passenger trains to Tirupati, Chennai and Arakonnam depart from here.[100] The 150-km broad gauge line was extended to Villupuram in January 2010 and connects Vellore and South Tamil Nadu; however, as of October 2010 it was not serviced by passenger trains.[101] The line was opened for goods trains in June 2010.[102] An EMU from Vellore Cantonment to Chennai Central was introduced on December 22, 2008. Vellore Town Station is in Konavattam on the line connecting Katpadi Junction with Villipuram Junction via Tiruvannamalaijunction.
The city has an airport near Abdullapuram; as of 2010 it was not open to the public and was used for aeronautical training programmes. The nearest international airports are Chennai International Airport (130 km) and Bengaluru International Airport (200 km); the nearest domestic airport is Tirupati Airport (100 km).[103]

Vellore Corporation Administration and Politics

Vellore is the headquarters of the Vellore District. The town was constituted as a third-grade municipality in 1866, promoted to first-grade during 1947, selection-grade from 1970 and a municipal corporation from 1 August 2008. The Vellore municipal corporation has 60 wards and there is an elected councillor for each of those wards. [46] The functions of the municipal corporation are devolved into six departments: general administration/personnel, Engineering, Revenue, Public Health, city planning and Information Technology (IT). All these departments are under the control of a Municipal Commissioner who is the executive head.[47] The legislative powers are vested in a body of 60 members, one each from the 60 wards.[48] The legislative body is headed by an elected Mayor assisted by a Deputy Mayor.[49]
Vellore is a part of the Vellore and it elects a member to the Tamil Nadu Legislative Assembly once every five years.[50] From the 1977 elections, All India Anna Dravid Munnetra Kazhagam (AIADMK) won the assembly seat once (in 1977 elections), four times by Dravida Munnetra Kazhagam (in 1980, 1984 and 1989), twice by Indian National Congress (INC) (in 1991 and 2001 elections) and twice by Tamil Maanila Congress (TMC) (in 1996 and 2001 elections). The current MLA of Vellore constituency is V.S.Vijay from the ADMK party.[44][51]

Vellore is a part of the Vellore (Lok Sabha constituency). It had the following six assembly constituencies before 2009 delimitation: Katpadi, Gudiyatham, Pernambut (SC), Anaicut, Vellore and Arni. Law and order is maintained by the Vellore subdivision of the Tamil Nadu Police headed by a deputy superintendent. The recorded history of Vellore dates back to the ninth century, as seen from a Chola inscriptions in the Annamalaiyar Temple in Tiruvannamalai.[29][30] Further inscriptions made before ninth century indicate the rule of Pallava kings, whose capital was Kanchipuram.[31]
The Chola Kings ruled over the region from 850 to 1280.[citation needed] After the rule of Cholas, it came under the Rashtrakutas, the later Cholas and Vijayanagar kings. The Vellore Fort was built during the time of Chinna Bomma Nayak, a subordinate of Vijayanagar kings Sadasivaraja and Srirangaraja during the third quarter of the 16th century.[28][32]
During the 17th century, Vellore came under the dominion of the Nawab of the Carnatic. As the Mughal empire came to an end, the Nawab lost control of the town, with confusion and chaos ensuing after 1753.[citation needed] Subsequently, there were periods of Hindu and Muslim stewardship of the region. The poligars were opposing British rule but were subdued. During the first half of the 19th century, the town came under British rule.[28]

VIT University was initially founded as Vellore Engineering College on 5 July 1984 by Mr. G Vishwanathan, a former Parliamentarian and Minister in the Government of Tamil Nadu. Started initially with a relatively small campus and only three undergraduate engineering courses — Civil, Mechanical, and Electronics and Communication — the College continued to progress under the fine leadership of G. Viswanathan.
The college was affiliated with Madras University and received many accolades.[which?] In 1999 Vellore Engineering College was awarded the ISO 9002 certificate for three years by Det Norske Veritas (DNV) of the Netherlands, making VEC the first educational institute in India to achieve this recognition. Vellore, the Head- Quarters of Vellore District situated in 12' 35' N and 79' 9' E , has a very interesting History of its own. A strategically located town, it is well connected by Rail and bus routes to major towns of the neighboring states like A.P. Karnataka and Kerala. The History of the district assumes a great significance and relevance, as we unfold the glorious past. It was under the sway of various dynasties and rulers, the prominent among them being the Pallavas , Cholas of Uraiyur, the Rashtrakutaa dynasty of Malkhed, Sambuvarayar, the rulers of Vijayanagarm, Mamathas, the Nawabs of the carnatic and the British. The Monuments found in the district give a vivid picture of the town through the ages. In the 18 th Century Vellore District was the scene of some of the decisive bettles fought in Ambur (1749) A.D Arcot (1751) A.D and Vandivasi (1760A.D) as a result of the long -drawn struggle between the English and the French for Supremacy.

    One of the monuments of Vellore is the fort and its exact date of construction could not be established, in the absence of proper records. A very close examination of the stone inscriptions suggests that the fort in all probability might have been built during the rule of Chinna. Bommi Nayak (1526 to 1595A. D) . The fort is one of the most perfect specimens of Military architecture in S.India.
          The Jalakandeswarar Temple inside the fort is very fine example of Vijayanagar architecture. The Kalyanamantap, on the left of the entrance, with intricate caring and delicacy of exaction, bears testimony to the engineering marble and advanced state of sculpture of the times. Another land mark that has put Vellore on the center stage of Medical world is the Christian Medical College Hospital. Dr . IDA Scudder, the American lady, with a missionary zeal, started her Medical work in 1900 A.D. by setting up a very small Hospital, which in the last hundred years has grown into a premier Medical Institution of international repute. The central prison in Vellore , set up in 1830 A.D. is another Historically important land mark as some eminent personalities and Freedom Fighters like Thiru. Rajaji, Thiru C.N. Annadurai, Thiru. K. Kamaraj , the former presidents of India Thiru. V.V.Giri, Thiru. R.VenkataRaman had served their prison terms here. Vellore district is one of the 32 districts in the Tamil Nadu state of India. Vellore City is the headquarters of this district. As of 2011, the district had a population of 3,936,331 with a sex-ratio of 1,007 females for every 1,000 males.

History

Vellore had been under the control of Cholas of Uraiyur, Pallavas, Rashtrakutas of Malkhed, Sambuvarayar,who lived in the territory of Melakadambur which denoted in Ponniyin selvan the rulers of Vijayanagaram, Marathas, the Nawabs of the Carnatic and the British. The Vellore fort, which was probably built during the rule of Chinna Bommi Nayak (1526 to 1595 A.D.), was considered to be a strong fort during the Carnatic war in the 17th Century. The district finds an important place in the Indian freedom struggle. The Sepoy Mutiny of 1806 that took place inside the Vellore fort was seen as a prelude to the Revolt of 1857.
After the Indian independence in 1947, Vellore became a part of the erstwhile Madras state. The modern Vellore District was formerly part of North Arcot District, which was established by the British in the 19th century. On 30 September 1989 the district was split into Tiruvannamalai-Sambuvarayar (present-day Tiruvannamalai) and North Arcot Ambedkar districts. North Arcot Ambedkar District was later renamed Vellore District in 1996.

Industries

BHEL - BAP, Ranipet factory (Bharat Heavy Electricals Ltd - Boiler Auxiliaries Plant) is a major heavy engineering unit of Tamil Nadu. There are three industrial estates, namely SIDCO at Katpadi, SIPCOT at Ranipet and SIDCO at Arakkonam. Leather based industry is the main industry in this district. Ambur, Vaniyambadi, Pernambut and Ranipet are the main towns involved in the leather business. Asia's biggest explosives manufacturing company, Tamil Nadu Explosives Limited (TEL), is in Vellore at Katpadi. This is India's only government explosives company with more than a thousand employees. The company is headed by a senior Indian Administrative Service officer. Mr. Ravi Pratap Sinha (recruited from an explosives multinational corporation) served as the first GM (recruited from MNC)of this factory. TEL reached to its highest production level during his leadersh.

Agriculture

The district is primarily agrarian with majority of its population involved in agriculture. The chief food grains cultivated are Paddy, Cholam, Ragi and Redgram. Vellore is also one of the top producers of Sugarcane and Cocunut in the state. Oil seeds that are cultivated are Groundnut, Coconut, Sunflower and Gingelly

The hospital was founded by Ida Sophia Scudder in 1900. Ida Scudder was the daughter of an American missionary couple who were living in India. She was born in 1870 at Tindivanam, which was about 60 miles from the then Madras. As a young girl, she was not interested in pursuing her parents' footsteps into missionary works. The Scudder family went back to America in 1878 and then returned to India after a few years. But Ida Scudder had stayed back in America. In 1890, she had to return to India to take care of her ailing mother.[1]
It was at that point of time that she witnessed the pathetic condition of medical services in India, and felt the desperate need for women doctors in India. One evening, an Indian man came to their home requesting medical help for his wife who was in labour. But he rejected Dr John Scudder, the father of Ida Scudder's offer to help, as Indian social customs had anathematized male doctors' conducting of labour. Two more men came with similar requests, seeking medical help for their wives in labour, but again turning down Dr John Scudder's offer. The three women died in labour that night. The incident rocked Ida Scudder to the core.[1][16][17]
She changed her repulsive attitude towards India and made her mind to get a medical degree so she could be of some help to Indian women. She went back to America and in 1895, she enrolled in the Woman's Medical College of Pennsylvania. She completed her course in 1899 at Cornell University Weill Medical College.[16] She came back to India with a "fiery passion to change things."[1]
n the year 1945, Laboratory Technician training course was started. In 1946 a college of nursing, India's first, was started. In 1947, first batch of men medical students were admitted. Medical Postgraduate Courses (MD and MS) were started in 1950. In 1969 Postgraduate degree courses in nursing were started.[1]
A number of other people also played an important role in the development of the college including Dr Theodore Howard Somervell, a British surgeon, Dr Paul Brand, another British surgeon, Dr Edward Gault, an Australian surgeon and pathologist, and Dr Mary Verghese, an Indian Physical Medicine and Rehabilitation specialist. The hospital has been visited at various points of time by many prominent personalities including Queen Elizabeth II, Sir Alexander Fleming, Dr Jonas Salk, Mahatma Gandhi, President Radhakrishnan, President Rajendra Prasad, Prime Minister Indira Gandhi and President Abdul Kalam.[1]

The college now offers nearly 150 different post graduate courses in the medical, nursing and allied health disciplines, including PhD courses. A total of nearly 2000 students are enrolled every year.[1][18] The hospital serves over 2000 inpatients and 5000 outpatients daily, with 67 wards, 92 clinics each day and 121 departments/units.[2] Each year 100 students are admitted for the undergraduate medical course MBBS.[19] The MBBS course is recognised by the Medical Council of India

 Formation of Board will help Palar regain its flow, says meeting

A meeting of stakeholders convened by M. Abdul Rahman, Vellore MP, to discuss measures to revive water flow in the Polar and prevent pollution of the river held at the Collectorate here has urged the MP to take expeditious steps for the formation of Palar River Board on the lines of the Tungabhadra Board to implement schemes for linking of other rivers with the Palar and ensuring perennial water flow in the river.
A.C. Venkatesan, president of Tamil Nadu Pasumai Padhukappu Makkal Iyakkam, said that Karnataka has submitted to the Centre a proposal to divert the water from Nethravathi River which is flowing into the Arabian Sea to irrigate the parched areas in Kolar district. Utilising this proposal, Tamil Nadu should press for the extension of the scheme up to Palar since the distance between Kolar and Palar is very short.
The Palar Board should be created in order to ensure that the link to Palar was included in the scheme of diverting the west-flowing waters from Nethravathi. He wanted the Palar to be surveyed and stones erected to prevent indiscriminate quarrying of sand.
      Mr. Abdul Rahman said that the Speaker of Lok Sabha has allotted time for him to speak in Parliament on Thursday. At that time, he would press for the formation of the Palar Board and for the linking of Nethravathi with Palar. Agreeing with the need to stabilise the ecological survival mechanism of the Palar, especially its sand wealth, he said that an inspection committee constituted by the Union government was currently on the job of inspecting the damage caused to the ecology in Palar.
    Thangamani, Superintending Engineer, Central Water Commission, promised total cooperation of the CWC for the river conservation and river link projects of Tamil Nadu. The CWC has proposed to implement an upgrading scheme for 49 irrigation tanks in the State, under the Renovation, Restoration and Reconstruction component of the Water Resources Management Programme. Twenty-nine of the 49 tanks identified are in Vellore district, he said.

It was on the 8th February, 2011 that the Parliamentary Standing Committee on IT visited Assam to review e-Governance and NeGP status in the State. In one of its first meetings chaired by Sri Jesudas Seelam, Hon'ble MP on the progress of e-Registration, a string of question and answers were going on. The Government of Assam was represented by Sri V. K. Pipersenia IAS, Principal Secretary, Revenue, Sri Niraj  Verma IAS, Commissioner & Secretary, IT and truly yours. It was also attended among others by Sri Deepak Goswami, SIO, NIC, Assam. Deepak himself is a FOSS enthusiast. Sri VK Pipersenia has the reputation of over-ruling purchase of Microsoft Office for the CLR (Computerization of Land Records) Project rolled out in 200+ Circle offices in the State last year. Due to his strong stand, we not only were able to push OpenOffice.Org in all the PCs supplied, but also gave training to the Revenue Staff in FOSS. Here I would mention that the Dharitri, which is otherwise a very good software prepared by NIC for Land Records, is in Client server model and is based on MS .Net. 

The reason why I am writing this Blog is that while the Standing Committee was sitting on one side of the conference table, and we on the other, among the several questions being bombarded by the Hon'ble Committee members, i heard one question and it got me floored, "Are you using open source? What is the platform of your application?" To this Deepak replied that It was on Microsoft .Net. Then another question, "Why you are not using open source?" to which Deepak promptly replied that they were migrating to FOSS in the third version of the Software.
